Sorry for the delayed response. I think you might be able to do this with Zones. By using zones, you can limit the max content in a zone to 1 or any number of task executors. This way, when a task executor enters a zone, as long as it is in the zone, other task executors will not be able to enter.
My one question is: How do you identify each level of the rack? Is it by using the Z-heights?
Thanks for your answer,I had solved this problem by the similar way you advised above .for you question, i make the labels for items,shuttles and inbound conveyors ,so item will flow to the specifed level of conveyor and rack by it , the shuttle also take priority to storage the items in same level .
