Can you set the capacity of a waiting line? I would like to have people more from one line to another before acquiring a location., but the second line should have limit, whereby you only move from one waiting line to another if the second line does not exceed 5 people.

There's no setting on the line itself, but you can easily do this with a numeric Resource by making people acquire one of the limited "spots" before moving to that line. See the attached model.
