ElevatorBank Max Entries/Exits parameter

Hi. I've been testing ElevatorBank module and noticed a feature that I don't understand. Pls find the example model attached:

I create TaskExecuter flow items in ProcessFlow and route them to thru ElevatorBank to the 2nd floor. If the FlowItems are created at exactly the same time (and they of course arrive to the ElevatorBank at the same time), then they obey the Max Entries/Exits rule as they should. BUT if there is a small time between the arrival, then they do not obey the rule. You can test it by connecting different Source in Process flow. Is there any workaround to make it work in all situations?

It seems to be a bug on entry. The combination of "Max Entries" and Entry/Exit Time do not work as expected. @Matthew Gillespie
