If robot is a transporter from Processor to Sink, then should it load parts from the processor even if the outputs of the processor are closed (using closeoutput)? If yes, can you please share a solution for the same. Thanks.

Process Flow hasn't got any dependencies to a 3d logic. If you build a process to load items from a processor with an closed output, then this will work as you have requested it.

Once you have given the taskSequence to the robot it will perform the action (or queue it if it is busy)

If events that are independent of the output port state trigger the generation of the sequence then yes, it will operate as you describe. The standard/basic fixed resource method is use the transport dispatcher trigger of that resource and that is only trigger by a successful port negotiation - which will not happen if the output is closed.
