Nurse Workload Tables and Zones

hvcphase4.fsmTrying to have patients sent to nurse with lowest workload in Phase1 Area, but workload logic in global tables is not followed. Nurse can have up to 2 patients each regardless of acuity. If Phase1_Nurse1 has one patient then I would want the next patient to go the Phase 1_Nurse 2 and so on. Trying to use the logic in from model posted by @Matthew Gillespie on how to assign workload by zone. Slight variation in my model is that a separate group of nurses are bringing the patients

You can take this one off of your queue. I was able to finally figure it out after some study. Updated model attached hvc-phase6.fsm I was missing a few steps including the triggers to decrement the patient count as patients left, etc. Also the a global reset trigger. Take this one off of your queue @Matthew Gillespie
