It is possible to have a decision point that branches based on both percentages and multiple conditions? I have different probabilities for each PCI that they go in one direction or the other.

No, sort of the inverse of that. Checks for condition (PCI label =, in this case) Then assigns a probability of moving to one task or another.
It looks like you're using the healthcare product, so this is a way to do it using the "Based on Multiple Cases option in the Next Activity field of the Decision Point activity.
