How to do not accumulate many boxes in a single bay?

I need to complete in order a 4-level rack with 5 bays of cell capacity, well organized in a certain part and then all in a single cell until it is at the top, but some cells remain empty, adjust the amount of elements to "2" where the parameters of Place in Bay and Place in Level are equal. If someone helps me directly. Model:

Since you are on an education license, I would recommend downloading 19.2. That update contains alot of features added to racks that will make this problem much easier.
