Here are the files you requested. The .zip contains .xbx, .fsa and .fbx files.
In Flexsim 7.3.6 there was a male operator that the flexsim user could manipulate in the way he likes in the animation tool (Properties> General Tab > Visuals / Animation - Edit). Since the operator belongs to this Flexsim Version, maybe @phil.bobo could you please upload the files here.
The old operator files are included in FlexSim 2016. Go to the General tab of the operator's properties, and under Visuals/Animation click Load. Then navigate to and select <FlexSim2016InstallDir>\fs3d\Operator\BasicOperator\BasicOperator.t.
The problem that I have is not that I need an operator sitting, but that I need a female operator sitting. In fact FlexSim already provides a OperatorMaleSitting.fbx and an OperatorMaleSitting.xbx in the shapes under C:\Program Files\FlexSim 2016 Update 1\fs3d\Operator\OperatorMale_LowRes, so I am able to have a shape frame pointing to the .fbx here.
But in my model I'd like to have both male and female operators, so I thought there would be an OperatorFemaleSitting.fbx that I could use.

No, but the source files used to create the new operators are available through a link in this post.
You could open the female operator shape, drag the bones around to get her in a sitting position, and then export her as a new fbx file.

Would I need 3ds Max to be able to drag the bones around? I'm not finding a way to do that through Mixamo.
Yes, you would need 3ds Max to do that if you wanted to make a static shape that is sitting.
You may also be able to find a sitting animation that you could apply to the shape with Mixamo.
