Add Python 3.11 support

Python 3.11 was officially released on 2022-10-24, and it's the latest stable release, but it is not yet available in FlexSim 23.1:

Hey @Serge A, if you would like to use Python 3.11 right now, it's currently possible. If you clone the FlexSimPy repository and add the supporting files and libraries. In the Global Preferences > Code tab, you can simply enter "3.11" in the Python Version since it is simply an edit field.

However, we know that this is inconvenient to implement and have plans to implement Python 3.11 ourselves in the future. We currently don't have a target release for this implementation though.

I think, that it will be supported in the future. This feature request won’t speed it up, because it is already in the pipeline. You know very well that feature releases are terminated to dates in the year. Latest update was released, next will be released in about a 4 month. So be patient and just wait. If you want to get latest stable python with a higher priority, it would be a better idea to collect supporters to identify a general urgency for such a request and not for a special version.

@Serge A FlexSim 23.2 Beta was released today and includes support for Python 3.11 connections.
