Option to disable scroll wheel Z axis control

95% of the time I am placing and moving objects only in the X-Y plane, and want to use the scroll bar only for zooming in and out of the model. With the current controls I have to be sure I have no objects selected, otherwise I end up with floating objects in my model. I would appreciate a user option to disable the scroll wheel z axis object movement control to speed up navigation in the model.

You can hold the ALT key on the keyboard to ignore objects while manipulating the view with the mouse.

This works for panning, rotating, and zooming.

So if you hold ALT while scrolling the mouse wheel, it will zoom regardless of whether an object is selected or not.
