Let's say I have two service providers, primary and secondary. All patients go to the primary provider A until the system has 5 people in the system, 1 in service, and 4 in the queue. The fifth patient will change his mind and go to the second health care provider, you can say the second machine. Is there a way to do it by the dispatch not process flow?

You can do this with a conditional decide that examines the content of the queue and use this to decide which queue to send the people to.
