21.1.5 (the latest bug fix version of 21.1) can be found on the downloads page by clicking the More Versions button:

21.1.1 is not publicly available since there is a more recent bug fix version (21.1.5).

The "more versions" button is only available in your account if you are a license holder, or if a license holder has gone through the sharing process to share their licenses with your account.

You can contact the person in your organization who owns a license, or your local FlexSim distributor, for help in getting the latest bugfix release for your desired older software version.
