I want to make staff sitting on chairs based on schedule at different location as in real case:
8:00 - 12:00 : Office
12:00 - 13:00 : Canteen
13:00 - 17:00 : Office
Remaining Time : Offshift
Can you help me what is the best way?

You'll want to add a Time Table object and set it to use the Off Schedule down behavior from 17:00 to 8:00 and the Lunch down behavior from 12:00 to 13:00. Set the Break Location of the Lunch down behavior to the Canteen object. The online tutorials give a good explanation of how to do this, Add Members to a Shift Schedule.
To have them sit at a desk during working hours use one of the suggestions I gave in your other question, Change Staff Idle State To Sitting.
