I assume you mean both setup operations will happen in parallel.
For that I would use a simple process flow. An Event-Triggered Source reacts to the "Setup Time" event of the processor (the processor evaluating its setup time). It then stops the processor and puts it into the "setup" state.
Afterwards the token is split into two, which each acquire an operator, have it travel to the processor and delay for a certain time. After both task sequences are complete, the tokens join up again and the processor is resumed.
