If a negative value is entered for the Offset Time, will it be applied so that the patient arrives earlier than that time? Also, I want to apply a different offset time for each incoming patient. Is that possible?

You can never enter a - (minus) value in the time field. Just enter a (+) number.
Then, a token is generated an offset time ahead of the start time.
As a result, the start time is delayed by the offset time.
