How can I add a tooltip to a cell for a data stored as table in a global table?

I would like to display this table data within the cell, which becomes visible when the mouse hovers over it.

Please refer to this post for information on how to customize a table view. I believe to change the standard Global Table views you would need to create a module or code to alter the relevant view on the fly.
