I would think it is "normal" for operators to be able to pass each other while traveling. So I can't see anything "wrong" with your model. But you might try using the TrafficControl object to control entry into a specified area the TrafficControl object is connected to. Check out the TrafficControl object and see if it will do what you are wanting to do.
You can also set a side offset, so that task executors traveling along node edges will offset a certain distance off the path. That way, operators approaching each other travel on either side of the path, and consequently will pass each other shoulder to shoulder, as two people would in real life, rather than walking through each other, like in a superhero movie.
