URGENT - Problem With Power Unit Factory Model

I have designed a power unit factory that produces two power unit types: High Power Unit S and Economy Unit E. Cannot figure out why Unit E are not being processed by the combiner to go through the rest of the production processes. Urgent help needed. Thanks in advance.

Your Combiner stops combining because it is being starved of pallets. Your Queue "PalletReturnDropOffPoint" is sending pallets to port 1 5% of the time, and port 2 95% of the time, but you don't have a second port connection from that queue to anywhere, so they will just sit at that queue.
