Building a process flow based on 3D model

I have built a 3D model and the operators are not doing the tasks in the order that I intended them to. I tried setting priority for the different stations but it still is not flowing smooth. I have attached my model and if I could have help building a process flow to get the operators to perform a sequence of events as listed below.

Operator 16

Pick up a channel and bring to press break to bend

Bend channel and place in Channels24 queue (do two channels this way)

Once having two channels in queue, move the channels to Channels25 queue.

Pick up one Inner slide and one channel and go to tac weld station and then take combined part and put in weld holding area. (repeat for both inner slides and channels) Then start back over again at beginning.

Operator 1

Pick up an Inner Slides and move over to pacific press break to bend

Bend inner slides and place in Channels 25 Holding area (perform this twice in a row)

Pick up an Outer Slides and bring to tap station to tap

Then move outer slide to pacific press break to bend

once bent then move outer slide to weld holding area (repeat outer slide tasks 4 times)

Operator 17

Pick up two outer slides and one inner slides and load in robot 6 for processing time

once complete move two outer slides and one inner slides to touch up table (repeat)
