The model settings such as length units and time are set when you open a new model and can't be changed afterwards. To place a certain object a distance from another you can look at the visuals for each item and change the values according to how far you want them to be apart.
When you create a model, a dialogue box will appear that gives you the option to change model units. You can only change them there, you cannot change them afterwards.
