Always Amount Per Time = 1
idle Amount Per Time = -1
However, when idle, the number will decrease.
I think 1-1 = 0, but why does the number decrease?

Looks like a bug. The robot (and any other task executer that I tested) is always counted as idle, even if currently doing a task. When it is actually idle, the value changes at twice the set rate.
For now you might have to set the base rate to 0 and count the active states positively to get the desired result. Or set the "Amount Per Time" to 2 to offset the error as you have done with the second robot arm.
