Your model throttles the throughput of the CVIL processors once two connected RPM queues both reach their max capacity of 5.
So once RPM queue 3 and 4 are full, CVIL 1's input is closed until the queue content decreases again, at which point the next cars are send to 3 and 4 again. As a result, queue 5 and 6 never reach their max capacity to open their output in the first place.
