I'm trying to upgrade my activation ID from 7.3 to 16 but it doesn't work on my account, no upgrade shows.
My maintenance support is still valid.
Any ideas ?

So if you're trying to upgrade from FlexSim itself (under Help > License Activation under the Upgrade Licenses tab) If you've hit the Request Upgrades button and it failed, then try closing the the program and restarting it and trying again. If it still fails. You can click on the Return tab, and select the license you are returning from the dropdown menu. Then click Return.
Then you can go to license activation page on our website. (url is here: https://www.flexsim.com/account/#/licenses/view) And click on the Upgrade Licenses. It should upgrade any upgradeable licenses you have. (If it's not working or showing the license properly, you may need to hit the Refresh Table, or wait a few minutes before hitting the Refresh Table again.)
Once you've hit the Upgrade Licenses, you should be able to expand the folder containing your license type, and it will have the new license activation ID listed there.
Under the "The activation IDs in this box can be upgraded to the latest version of FlexSim", I have a 0/25 upgradeable seats on the server side, but I have 25 seats in reality.
Does it mean that on every client desktop, 1 license is directly activated ? If so, that means I'll have to return the whole 25 licenses before upgrading them.
It means you have a 25-seat server license, but 0 seats are available to activate from our server to yours because they are already activated on your server.
Your license isn't a client license. No clients have activated that license. All 25 seats of your license are activated on your server.
Return the 7.3 license from the server and then you can activate the version 16 license onto that server instead. Once you return your license from the server, you can see the activation id for the newer version on the license page of our website.

However, I can't return my licenses, I get this error:
ERROR: Unable to find fulfillment id FID****
If I try to activate, I get this:
Operations error: 7288 The activation of the fulfillment is denied by the activation policy because fulfill count exceeded the available seat count. [Incident# 9026-705930]
Do you have a way to solve this ?
Follow the instructions in FlexSimLANLicenseServerUpgrade.pdf
On page 4 of the instructions, it explains how to print the fulfillment ID and copy it onto the clipboard. You need to use the actual fulfillment ID on that computer, not the fake "FID_***" shown in the screenshot.
Sorry, I have written FID**** not to show my real fulfillment number, but indeed I have put my real fullfillment and got this error message.
