Why people do not follow the path and do not work in sequence

I want the workers to follow the prescribed route and work in sequence. Once the machine is setup finish, go back or wait for the job at NN1.

Operators have a basic offset travel when doing loading or unloading tasks. By default, this offset travel is selected as using a default navigator. (Not taking into account net nodes or paths.) BUT you can have them use the path for their offset travels. All you need to do, is open up the Operator's properties, and in the Operator tab, select "Use navigator for offset travel" from the dropdown.
