I was looking in the manual but I did not find anything related to that, and also in answer, I did not find anything related to that.
That macro is used when you create a TrackedVariable:
TrackedVariable.init(myNode, STAT_TYPE_KINETIC_LEVEL)
Kinetic Level TrackedVariables can have a rate, so that their value can change continuously through time. AVGs use a Kinetic Level TrackedVariable for their battery level.
