Is there a way to require labor to transport an item when using a forklift or truck?

The short answer is yes. Is there a way you could attached your model or a sample model so that we may understand what it is you are trying to do? That way, it would help us to give you a more definitive, specific answer.

I am in the process of creating a new model, so what I have attached is just a simple example. I want the forklift to require the labor to operate the forklift. See attached.

You can use a coordinated task sequence but those can get real complicated, real fast. The easiest way, I always prefer easy, is to use Process Flow to do what you are asking. Attached is your model with the changes that I've made to it. I added a PF to control the use of the transporter resources. Take a look at the model and see if something like this would work for your situation.
