You will probably need to provide more detail of what you're trying to do so that I can give you a good answer. Do you want to do everything in Process Flow? If not, you could simply make port connections from Queue2 to Processor 1,2, and 3 and then set Queue1's flow to "Round Robin if Available":

This will cause Queue2 to send items to each processor in turn (Processor 1, then Processor 2, then Processor 3) except when they are unavailable it skips them.

Then make port connections from Queue3, 4, and 5 to Processor C.
