I am attempting to release items that are accummulated throughout an hour (regardless of the amount of items) (want to completely empyt the queue) only at the end of every hour.

Here's a simple model that should accomplish what you've outlined in your question. There is no coding involved, but instead I used Process Flow. Every 3600 seconds, there is a token released that opens the output of Queue1 and then closes it after a delay of 0.1 seconds (long enough for items to transfer from queue). Let me know if you have any questions about the model. It's fairly straightforward, but can be applied many different ways.
