Trying to upgrade license, stuck on returning license

I am trying to upgrade my license to the latest to run 21.1. I am following along the instrctuion here: https://account.flexsim.com/ftp/FlexNetPublisher/archive/lmadmin/FlexSimLicenseServer_Upgrade.pdf

However, after getting the Fullfilment ID, when trying to return the license I just get WARNING: No License in Trusted Storage. How should I proceede to upgrade the license?

You could try right-clicking the flexsimserveractutil.exe application and choosing Run As Administrator.

If that doesn't change anything, please start a new private question. In that new question, please include:

  1. the complete copy/pasted text from Tools > View License Rights (save as a .txt file and attach to your question)
  2. your license information - what activationId you think should be activated on that license server (if it wasn't listed in part 1)
  3. was this license server previously in use? how recently was it working properly?
