How can I set travel times for 3 operators depending on the destination?

You can't. You can set speed, virtual or real travel distance, waiting times. By these parameters you can estimate a travel time, but randomly occuring events of breakdowns, blocked paths and others, you can not be certain to get a fix travel time. If you need a distinct travel time, you let wait them and then you let them travel with a very high speed, which result is, that it lasts near zero seconds.
