Overflow Waiting Area

I've set up a model so that when all the waiting chairs are full patients go to an 'overflow' area (just a floor spot). But when a chair becomes available I'd like them to then move from the overflow area to the empty chair. Right now they get stuck at the overflow area and never progress in the model.

The Acquire Wait Area activity on the far right is set to use a Max Wait Timer. So the patients walk to the floor spot try to get a chair in the waiting room and then give up after 0 seconds. You should uncheck the Use Max Wait Timer checkbox on that activity.
