How do program a palletizing with reversing conveyor and combiners?

Please see the picture attached, I would like to recreate this scenio with people instead of robots and a feed conveyor instead of a shuttle with flow item created on demand once a filled pallets also exits this system. Thanks in advance.

@Dena B,

Attached is your model with the combiners working as you described. When the pallets enter the conveyor with the combiners a label is incremented that counts the number of pallets in the system. When three pallets are in the system it closes the ports to the pallet source stopping any new pallets from entering until one passes the decision point at the end of the conveyor which decrements the number of pallets in the system.
