Measuring the Queue Time and Queue Length when the bag merges at conveyor

Hi,
I need to measure the queue time and queue length in terms number of bags for the below conveyor.(PIC) Row2 and Row3 are two different conveyor input and it merges to main line. When bags from Row2 enters the main line the bags from Row3 need to wait before it merges. I need to measure the waiting time and how many bags are waiting ??

You can place photo eyes for each waiting slot. Or you can count by incrementing and decrementing in a zone of two photo eyes how many bags are waiting.
