I recently posted a demo model of public bus transportation here: https://answers.flexsim.com/articles/142726/public-bus-demo-model.html. It's likely not exacty what you are looking for, since I simulate only the bus traffic on the road, however you may find some interesting ideas in this demo for your own model.
I think the level of success you will have will depend on the system you are trying to simulate. If it's site traffic on specified routes you'll have a better time than trying to simulate the movements around L'Arc de Triomphe for example.
Each of the navigation options (Network, Astar, AGV and Agent) fit different applications but none specifically cater for generic traffic simulation and so would require (perhaps significant) customization.
