How to avoid collision between cranes?

Even carrying out the procedures indicated in other questions already discussed here, the cranes continue to collide. Does anyone know how I can make sure this doesn't happen at any point in the simulation?

The agents aren't in proximity because one is higher than the other.

Uncheck the X/Y Plane Only box so that the collision checking is a big sphere instead of a cylinder.

At 147 or shortly after I expected the proximity system on In Proximity Trigger to fire but it doesn't fire until 150
