Send to port by percentage: 100% to one port with 25% probability

In my model, I am using send to port by different percentages, port 1&2 - 25%, port 3 - 50%. My sample size is 1000 items but 100% of it goes goes to port 1 which has a probability of only 25%

You've set them all to go to port 1:
