"Wait in Line" vs "Ignore Inactive Members"

When I use the Wait in Line object, and uncheck "Ignore inactive members" in A*, it treats the waiting lines as if they have a capacity of 1 -- arriving people queue behind the end of the line rather than in it. If I do ignore inactive members, it works as expected. Is this a bug, or am I misunderstanding how these work?
