The problem is in the "Mantenimiento L1E1" object's down and resume functions.
For the down function, "Stop Object and Call Operators" has been selected, which takes care of resuming the operator itself, as described in its popup:
Because this pick option handles the resuming of the object, you are directed to choose "No Nothing" as the resume function, but this model has "Resume Object" as the resume function:
Because the object is being resumed twice, the task executer waiting for that object to resume is told to resume its tasks twice, which causes one of its tasks to finish before expected.
By selecting "No Nothing" as directed by the popup, this model behaves properly.
