Modified combiner and separator functionality

Looking for suggestions on how to model the following part fabrication scenario:

A workcenter will have between 1 and 5 tools craned into position before raw material is craned into the cell. After processing, the result will be 2 parts that will move, by crane, to the next station. After the parts are gone, the individual tools will be removed by crane and returned to their staging area.

A standard combiner will let me constrain the part loading until a container enters input 1, but won't let me constrain based on a quantity>1. I also don't want to pack or join, because the tools won't go with the parts. Finally, I want an output of 2 parts where there is only a single part (raw material) loaded.

Suggestions are appreciated.

@Michael O'Connell would you be able to send a sample model of what you've tried so we can get a better idea of how you want this set up?

Actually, Adrian, didn't have a way to proceed. Was looking for suggestions.

Attached is a model that I think has all of the elements that you required. Take a look at the model and see if it will do what you are wanting to have done.
