The best way to do this would be to close the input port of the fixed resource that's connected by your "output port #2." For example, in the OnEntry Trigger of a queue select control->close and open ports, which will open a GUI where you can tell it to closeinput, reference the other object, and enter the condition that will cause this to happen.
Another option that you might consider is using the "Decide" activity with Process Flow. There's an option to send the token to a connector based on a "Conditional Decide," such as a label value, statistical distribution, etc.
