Operations error: 7189 Client activation is not allowed to activate

I Try to assign my Activation ID and have been reported with this error, anyone can help?

This is a enterprise ID. I have the code.

You are probably trying to activate a license-server-based license directly from within FlexSim software, as if it were a standalone license.

Instead, you should install a license server and host your license there.
