There's an option in the standard Entrance Criteria of the waiting room to allow patients who are walking unattended to enter the waiting room even though they haven't been directed to do so (see animated GIF below). This will be a good solution in this model because your patients are walking unattended to the reception desk, but in cases where the patient is being escorted to a location, you will need to insert a Decision Point activity to decide whether the intended destination is available to escort the patient or if not, then start another activity to have the patient walk to the waiting room.
