The Throughput Per Hour chart template currently only works with fixed resources and People locations. This is an oversight that it doesn't work with task executers. I'll add a note to the dev list to fix that.

You can use a Statistics Collector to get operator throughput per hour. See the attached model: operator-throughput-per-hour.fsm
