Problem with Health Care and Experimenter

I think you are the best one to answer this question. A client asked the following question and I couldn't answer it.

In the attached, very simple, test model, I run the experimenter to see the difference between using different number of beds in a department. So in the experimenter I have the following setup:

When I run the setup and compare scenario 1 with scenario 8 I get the following dashboard:

The problem is that with scenario 8, it looks like the bed has a utilization of around 12% while in reality it is close to 100% So it divides the results by all the beds while effectively not all the beds are being using in the run. Is there some that I did wrong in the model or is this something by design or is it a bug?
