Please see this article regarding FlexSim versions.

Note that "older software versions are not available for download from within unlicensed guest accounts," as indicated under the heading Downloading an appropriate version of FlexSim software.

In order to download an older version of FlexSim, please log in using a licensed FlexSim account.
