Using a Date Time Source and using a statistical distribution in the quantity column of the table will allow you to have varying rates.
To test to see if this was working correctly, I assigned a number label to each time interval and then created a batch activity that would collect and group the tokens by that label.

I am so glad to tell u that I'm finally able to run my model as your solution. But now another problem of this model has been arrived.
I want send the items to processor at maximum 30quantity pack. I do this by combiner but when it comes to the end of the queue where items are less than 30, then combiner doesn't work. Can u please help me with this problem?
