I suggest you can do this on the Queue3 sendtoport and not release items that would take the input above that of the sink. The sink sends a message to the queue on every entry for the queue to then decide if it should release an item.
This way you can still open and close ports to suspend the output if you need to.
I would place another sink behind the queue3. The input is closed OnReset event for this sink. Then when your sink receives items, you open the input and you close the input again if the input of both matches.
