In my model I have given setup time to all processors & Combiners, but operator just place the item on processor and move to other station. I want that if operator pick the part from rack 2 and he places part on processor 1 after that he Should complete the processor 1 task (Setup) and then move to another station.

An easy way to get the operator to do the setup before he goes to start another task sequence is to increase the priority of that task within the Processor's properties
In this case you could simply increase the priority to 1.
You do this in Process Flow or by tagged resources:
