New Rack is functioning inconsistently?

The two different racks I have with identical properties are behaving differently as pallets come into the rack. I attempted to manipulate Rack 1 to fit 3 flow items in a bay, but multiple pallets would stack inside a single bay, so I changed my setting to be identical to a default rack (Rack2) and it is still stacking inside a single bay as opposed to a single pallet layer per pay.

I am not sure when the property is the same, the two racks store differently.

All dimension are the same , all property figures/setting are the same

If you change your model's decimal precision to 3, you can see that the dimensions on these racks are not the same.

Rack1's bay width is 98.430 and Rack2's bay width is 98.425.

If you change Rack1's bay width to be 98.425 (like Rack2), then it will behave the same:

Or you could just change them both to be 98.42.

I appreciate the prompt solution, but how/why do you know this? Please let me know where I can refer to for details like this. I begun to use flexsim extensively, and the learning seems to be unnecessarily steep because of undocumented, lacking details like this...

A follow up question is how we control the depth of the rack. Was that not considered? My goal is have multiple pallets (4 laid 2 by 2) in a single layer PER storable slot @phil.bobo

I didn't know this. I opened your model and compared the objects to find out what was different about them.

You can control the depth of the rack via its Y size. Drag the green cone when you click on the Rack.

Also, if your goal was to get the items to not stack in the Z direction, it would have been easier to change the Slot Stacking Order to not include Z+ instead of adjusting the dimensions so that the items don't entirely fit in the slot:
