Curious to know, has anybody did this or how to approach it? Using Agent Module?

I did not do this. But as I know from @anthony.johnson videos you can control the behavior related to label values. I would place objects into the grid and declare them to be members. Than I assign labels which will tell my involved persons to react on their values. Because the agent system is based on cell radius, you have to test how far the range of your object labels are.
